Winters are typically freezing and below..what kind of vegetables if any can be grown in those conditions, and what would be the conditions needed for success?

Yes, You can have a hot house garden anywhere. You just have to be vigilant and have a good heating source and fans to pull the air through. My dad ran green houses for several years and it’s alot of hard work.
