Does anyone know exactly when it is best to start planting a vegetable garden?

Are there any links you can guide me to? I tried googling and didn’t really come up with anything. Thanks.

I like to turn my garden (till it) around the middle of March, then till it again around the first of April and plant it during the first and second weeks of April. It just depends on the rain and how wet the dirt is.
