LOW WATER GARDENING CALIFORNIA

What ground cover can I plant to remain very low in height, green all year and tolerates drought?
Hello,
I just moved in a mountain community in Southern California where the use of sprinklers to water the garden is limited to 2 days/week. All the grass was dead and there was some thick ground cover that was also brown. I am almost done cleaning the yard up and would like some help on choosing plants to grow. I do have sloped terrain all around the house and have seen a snake. So what I need is ground cover to tolerate drought well, grow fast, remain low in height (to avoid offering a nice home for those snakes). It would also be nice if it has flowers once in a while. I saw so perennials with red flowers at home depot. Any other suggestions?
The latin name of the ground cover plant I am thinking about is APTENIA CORDIFOLIA. Does anyone know how thick it can grow?
I’m also in So.Cal. I’ve seen Dichondra do very well. It does not need to be mown, and tolerates warmer climates very well.
Get rid of that Grass!
