BALCONY GARDENING VINES

What is a good type of flower/plant for balconies?
I live in an apartment with an east facing balcony. I would love to grow some potted flowers and plants to spruce it up but have no gardening experience and don’t know where to start. I would also like to find some type of flowering vine that would grow around the rails. Can someone give me some suggestions for vines, flowers, plants etc that would thrive in pots and such?
I have a deck, and the plants I enjoy the most are the blueberries. They have delicate looking leaves (although they’re hardy), little bell-shaped flowers, and they you get a tasty berry full of antioxidants. In the fall they leaves turn orange and red just before the go dormant. But they are truly lovely and give somewhat of a privacy screen.
